These are the obligations for manufacturers and importers:
- All chemicals with a production or import volume ≥ 1 t/a must be registered at the European Agency for Chemicals in Helsinki.
- For all chemicals ≥ 1 t/a, a technical dossier must be compiled.
- If ≥10 t/a, a Chemical Safety Report must be provided.

In 2008 companies have already pre-registered their chemicals on the market(‘phase-in-chemicals’). Under certain conditions late pre-registration is allowed.
- The chemicals will be registered according to their tonnage within 3 years (>1000t/a), 6 years (>100t/a) and 11 years (>1t/a), CMR chemicals ≥1t/a and hazardous chemicals ≥100 t/a already within 3 years.

The data requirements meet the annexes VII to X of the REACH Regulations and increase with production and import volume:
1 – 10 t/a: annex VII
10 – 100 t/a: annex VII + VIII
100 – 1000 t/a: annex VII to IX
>1000 t/a: annex VII to X
- Manufacturers and importers are obliged to hand out information about identified use to their customers.
- Extremely hazardous chemicals need authorisation. These are chemicals with carcinogenic, mutagenic, toxic for reproduction (CMR) properties, persistent, accumulating and toxic chemicals (PBT) and very persistent, very bioaccumulating chemicals (vPvB).
